Technology Device Policy
Personal electronic devices (i.e., cell phones) will not be permitted for student use while on the school campus without explicit permission and under the direct supervision of a teacher or administrator of the school district. Phones and other personal electronic devices must be silenced, powered off, and stowed away when entering the campus. This policy will be enforced whenever students are on campus, including the before and after school programs.
Students are allowed to possess and use a smartphone under the following conditions:

In the case of an emergency, or in response to a perceived threat of danger.
-
When a teacher or administrator of the district grants permission to the student, subject to any reasonable limitation imposed by that teacher or administrator.
-
When a licensed physician or surgeon determines that the possession or use of a smartphone is essential for the health or wellbeing of the student, and the use of which is limited to purposes related to the health or wellbeing of the student.

When a student’s individualized education program requires possessing or using a smartphone.
Students are not permitted to use earbuds, Air Pods, or headphones without the explicit permission of a supervising staff member. Listening devices may not be connected to a personal device and may only be used in conjunction with a school-issued device. Smartwatches may be worn, but they must only be used as a timepiece unless there is an emergency.
Students who bring personal electronic devices to school do so at their own risk. The school will not be responsible for any loss or damage if a personal electronic device is lost or stolen.
Consequences for Violating Electronic Device Policy
1st Offense: Warning
2nd Offense: The device is confiscated, and the student will pick the device up in a secure designated area.
3rd Offense: The device will be confiscated, and the parent/guardian will be contacted. The student is to pick up the device at the end of the day from the secure designated area.
4th Offense: The device is confiscated, and a parent/guardian must pick up the device.
Continued offenses may result in a meeting with a site administrator, and more restrictive electronic device regulations may be implemented.

School Climate
Our community and staff have high expectations for student achievement and behavior. Our teachers and staff place a priority on building relationships and providing a positive learning environment for all students. All teachers and staff reinforce appropriate behavior through praise and other forms of positive recognition in the classroom. Recognition for good behavior and citizenship is given on a regular basis. School rules are based on the California State Education Code and on Cajon Valley Union School District Board Policy. We expect Flying Hills School of the Arts’ students to be well behaved, cooperative, and contributing members of our community and take pride in the culture of our school.

Student-Issued Chromebooks
Students must take care of the chromebook issued to them. They must keep the provided case on the chromebook. Students are responsible for having a charger and to charge their chromebook every night. The school does not supply chargers at school. Damaged or broken chromebooks can be turned into the Student Services Center for repair. If the damage is caused by the student, they will call home to explain the damage before receiving a loaner. Insurance for chromebooks is $20, annually, and can be purchased on the Parent Portal. If a replacement charger for home is needed, you can purchase one on the Parent Portal for $22. Each classroom will have a limited number of loaner devices which must remain in the classroom at all times. These devices cannot be taken home. Day loaners will no longer be issued. If a student forgets their device at home, they will need to use the classroom loaners for the day. Teachers will work with students to make sure work is completed.

When students are dismissed, they exit through the front gates and wait with their class to be picked up, begin walking home immediately, or sign in with EDP. We are responsible for students “portal to portal”, which means from home to school and school to home (Ed Code 44807). Students need to have and follow a clear plan for getting to school and home after school.
Lunch/Breakfast
ALL students get free breakfast and lunch at Flying Hills School of the Arts. Breakfast is served between 8:45 - 8:55 a.m. Students are expected to come to school with enough time to eat and make it to their class on time. Lunch will be provided by grade level at the assigned time.
Lunch procedures:

Walk to the lunch area, pick up a tray and select your lunch using respectful manners.

Students must remain seated for the first 15 minutes of lunch and wait to be dismissed.

Students are to sit at their assigned grade level area.
-
Food may not be taken outside of the lunch table area(s).
-
Table manners and good behavior are required and expected.
-
Students are responsible for their own trash and that of their lunch table companions.
-
Students are responsible for using the appropriate recycling bins and stacking their lunch trays.

Saving a place or cutting into the lunch line is not permitted.
-
Do not leave assigned areas without permission.
Homeroom/First Block Tardies: A student is tardy if they are not in their assigned seat ready to learn when the final bell rings. The only acceptable excuse is a written note from a staff member or parent excusing the tardy. If students come to school after the bell rings, they need to go through the office to get a tardy slip before going to class.
Early Release
A person picking up a student early will need to have photo identification with them and must be listed on the student’s permanent records card in order to leave with the student. Please try to make all appointments after the school day ends or over breaks. Students are not to be released 15 minutes before the dismissal time.
Missed Classwork or Homework
It is the responsibility of the student who is absent to call friends, e-mail teachers, access the teacher's website, or Google classroom to get missed assignments. Late work and absent work policies are determined by each teacher and sent home in course/ class information the first week of school.
Dress Code Rules and Expectations
Students will dress in a manner that reflects positively on themselves, their parents, and their school. Just as adults must conform to workplace standards, so must students. Students are expected to comply with the dress code, per CVUSD AR/BP 5132, as outlined below. If they do not, they will be provided loaner clothing for the day and repeated offenses may result in disciplinary action.
Cajon Valley Union School District Administrative Regulation 5132 Students shall not wear clothing items that contain messages that are vulgar, offensive, or libelous; that denigrate others on the basis of race, color, religion, creed, national origin, gender, sexual orientation, or disability; that promote alcohol, drug use or violence; or that are otherwise contrary to the school’s educational mission. All clothing and apparel are to be worn as intended.

Shoes must be worn at all times.
-
Clothing, jewelry, and personal items (backpacks, fanny packs, gym bags, water bottles, etc.) shall be free of writing, pictures, or any other insignia that are crude, vulgar, profane, or sexually suggestive; that display drug, alcohol, or tobacco company advertising, promotions, or likenesses; or that advocate racial, ethnic, or religious prejudice.

Hats, caps and other head coverings shall not be worn indoors, except for medical or religious purposes.
-
Clothes shall be sufficient to conceal undergarments at all times. See-through or fish-net fabrics, halter tops, off-the-shoulder or low-cut tops, bare midriffs and skirts or shorts shorter than mid-thigh are prohibited.
Hall Passes
Students are not permitted outside the classroom during class periods unless they are accompanied by a teacher, staff, or have a labeled pass in their possession. Passes are for Student Services Room 32, bathrooms, and Health Office. Hall passes also allow students to go to and from the restrooms, within reason. If a student needs to see a teacher before school, after school or during lunch, he/she must get a pass from that teacher.
Passing Period / Transitions between Recess/ Lunch
At every passing period and recess/lunch transitions, there will be large numbers of students going from one place to another. In order to keep the noise and confusion to a minimum, students are asked to maintain a low voice and be courteous. Show respect for fellow students and make the change as quickly and quietly as possible. Walk and keep your hands to yourself at all times.
Dances
Most dances for 6-8th grade will be held after school. Dances normally last an hour and thirty minutes. Only Flying Hills School of the Arts students can attend the dances. Students must be present on the day of the dance and not on the Loss of Privileges (LOP) list to participate. Students must abide by all school rules during extracurricular activities.
Transfers/Withdrawals
Parents of withdrawing students must notify the Attendance Office prior to the student’s last day. A student’s withdrawal is complete when all fines, textbooks, library books, and records are cleared and a transfer/withdrawal form is completed. If a student is transferring to a Cajon Valley Union School District school, they take their chromebook and charger with them to the new school. If they are transferring out of the Cajon Valley Union School District, they must return their chromebooks and chargers to the school.

A diverse team provides a wide variety of Student Support Services to help students be successful academically and socially. This includes credentialed school counselors, administrators, and on-site support staff. Some services provided include:

Our goal is to assist students to grow academically and socially during their stay at Flying Hills School of the Arts. It is a time for students to set goals, develop confidence, and develop a positive self-image.
Students may request a private conference with a counselor to discuss personal or school problems by filling out a Counseling Request Form located in the Student Services Center. Our counselors want to work with parents to help their students’ experiences here be rewarding. Parents are encouraged to be involved and may call the school counselors at (619) 588-3132 to discuss a concern or to request services.
Deliveries/Messages for students
Students are responsible for having required materials, lunch, instruments, etc., with them each day. Parents/guardians are required to make transportation and other arrangements with their students prior to arrival at school. If there is a true emergency, a message for a student may be left with the front office. Classroom interruptions to deliver messages and/or items will not be made during instructional time.
Health Services/Medications
The Health Office is open each school day. If a student is injured on campus, the Health Office will provide first aid. If it becomes necessary for a student to take any type of medication, prescription or non-prescription (over the counter) at school, the parent must have their physician complete Form #CH-41 – “Physician’s Recommendation for Medication”. This form is available in the office. All medications must be delivered by the parent/guardian and will be kept in and dispensed through the Health Office.
Telephone Use in Office
Office phones are available for student use with permission. Office phones should not be used for making arrangements for friends to come over, calling for missing homework, or other items, etc.
Parent/Volunteer/Visitors
CAMPUS VISITATION POLICY
-
Prior Approval: All visitors must obtain prior approval from school staff before entering the campus.
-
Raptor Check-In: All visitors shall register upon arrival at the front office with office staff and sign in using the online Raptor system. Visitors must wear a Raptor visitor badge whenever they are on campus.
-
Photo Identification: A valid photo ID is required for campus access. If a photo ID is not available, administrators reserve the right to grant or restrict access to protect the safety of the school community.
-
Purpose of Visit: Visitors must have official business to be on campus. Parents and guardians wishing to shadow students or observe classes must have this request approved by an administrator. An administrator will respond to these requests within a reasonable timeframe and will provide a minimum of 24 hours notice to teachers when visits include classroom observations.

Administrative Oversight: Administrators retain the authority to impose reasonable limitations on visits and observations to ensure the safety and minimize interruption to the instructional program.
Closed Campus
In order to provide safety for students and protect the learning environment, state law mandates a closed campus.
-
Only enrolled students may be on campus when school is in session.
-
Leaving the school without permission is truancy.
-
Students who ride the bus are considered “at school” when they board the bus and all school rules apply.
-
After arriving at school, students are not permitted to leave school grounds.
Physical Education
Physical Education is required by California State Law.
Students may be excused from some or all physical activity in PE only after submitting a written request from the parent/guardian on the day of the request. Teachers do not have the opportunity to call parents/guardians before class. Any physical activity restrictions or limitations are a shared responsibility of the student, parent(s)/guardian(s), teachers, Health Aide, and Nurse. Students are to be aware of their own specific physical activity restrictions or limitations. Such restrictions or limitations apply to all times, both during and outside of school, which includes before school, during lunch, and after school. A signed parent note may excuse a student from PE for three days or less.
A doctor’s note is required for excuses that are more than three days long. Any submitted doctor’s note must outline the extent of restrictions or limitations, with specifics regarding physical activities that are affected by such restrictions or limitations. The doctor’s note must also clearly indicate beginning and ending dates of any physical activity restrictions or limitations. All doctor’s notes pertaining to limitations or restrictions for physical activity must be submitted directly to the Health Aide. Students who are excused from regular activities must complete written assignments to maintain credit. (In grades 6-8th)
Library
Students are responsible for returning library books promptly and in the condition in which they received them. Students are financially responsible for lost or damaged books. Students owing money will not be able to check out books until fines are paid.
Fundraising
Students may sell school fundraising items at school. No other selling is allowed. Students selling other items will have the items confiscated.
Bikes, Skateboards, and Scooters

Students provide their own locks.

Bikes are to be locked in the designated bike racks.
-
The school is not responsible for damaged or stolen bicycles.
-
Bicycles, skateboards, scooters, roller blades, and other such devices are never to be ridden on any school grounds or in school parking lots.

Staff will not hold bikes, scooters, or skateboards for students.
8TH Grade Promotion
The governing Board expects 8th grade students to meet these minimum standards of achievement and attendance to qualify for participation in promotion activities:
โ ACADEMIC ACHIEVEMENT - A minimum grade point average of 1.5 on a 4 point grade scale is required. (A=4, B=3, C=2, D=1, and F=0)
โ ATTENDANCE - No more than 25 excused or unexcused absences per school year are allowed.
Students who fail to meet these minimum standards will be referred to the Promotion Committee. The Promotion Committee will analyze each student’s school history, achievement, and attendance records, as well as any specific programs for which the student qualifies and in which they participate. The Promotion Committee will then determine each student’s eligibility to participate in the promotion activities. All school dress code rules apply for the ceremony, regardless of the temperature outside. The dress code will be strictly enforced on promotion day.
Discipline Program
Flying Hills follows the Cajon Valley Union School District Safety Committee Expectations for Student Success, which creates the necessary conditions for student success, provides instruction, and implements a response plan to address social, emotional, and behavioral challenges. A system of positive reinforcement, as well as a progressive and restorative discipline program, is the foundation upon which an orderly, productive, and safe school environment is developed and maintained. Parents are an integral part of an effective discipline plan. Only by working together can parents and staff provide the appropriate stimulus to help each student achieve his/her best effort at school. The District Expectations for Student Success can be found on the Cajon Valley Union School District website.
Our first priority is the safety of every student and staff member on our campus. We communicate regularly to students that our expectations for appropriate, safe behavior include being UPSTANDERS. When students are UPSTANDERS they:

Make safe choices

Avoid conflict that leads to aggression

Stand up for, and speak up for students they see being bullied, harassed, or hurt
-
Report conflicts and rumors of conflict, threats, instigation, or harassment to adults immediately
Steps to Resolve Conflict
-
Tell the person to stop. Sometimes a person doesn’t realize they are bothering you.
-
Tell your teacher. They are there to help you.
-
Tell your counselor or Campus Safety Lead. They can speak with that student in confidence or do mediation. This is a meeting facilitated by the counselor or Campus Safety Lead, you, and the student involved.
-
Speak to the Assistant Principal/Principal.
Physical Violence/Instigation
Students will receive disciplinary consequences that may result in suspension for any/all of the following should they occur at school, on the way to school from home, and/or on the way home from school (Ed Code 44807):

Encouraging physical violence by spreading rumors, planning, and/or talking about plans
for physical confrontation/fighting - this is instigation
-
Watching and/or running toward fights
-
Recording and/or sharing recordings of fights with other students, adults, or any web platform or social media.
When students choose to fight, there are often students around them who encourage them to engage in physical violence and/or run toward and surround the fight. This creates the following problems and challenges with safety:
-
Staff have more trouble accessing the fight and ending it when a group of students has gathered.
-
A crowd encourages and adds momentum to the fight, making it harder to end.
-
In some cases, an involved crowd causes the fight to become bigger.
Bullying/Harassment
Providing a safe learning environment is a critical element that all schools must focus on if we are to achieve our goal of providing our children a quality education. Bullying is a serious issue that every administrator in every school in our country must handle. Research indicates that more than half of all school-aged children nationwide will be involved in bullying this year as a victim or a perpetrator.
In our commitment to providing all students and staff with a safe learning environment where everyone is treated with respect and no one is physically or emotionally harmed, Flying Hills School of the Arts does not tolerate any student or staff member being bullied (including cyberโbullying) or intimidated in any form at school or schoolโrelated events, (including offโcampus events, schoolโsponsored activities, school busses, any event related to school business), or outside of school hours with the intention to be carried out during any of the above.
Such acts include those that are reasonably perceived as being motivated either by an actual or perceived attribute that includes but is not limited to race, religion, creed, color, marital status, parental status, veteran status, sex, sexual orientation, gender expression or identity, ancestry, national origin, ethnic group identification, age, mental or physical disability or any other distinguishing characteristic.
Inciting, aiding, coercing or directing others to commit acts of bullying or cyberbullying, harassment or intimidation are also prohibited by Flying Hills School of the Arts.
These problems cannot be solved unless schools, students, parents, and the community work together.
“Bullying” means any severe or pervasive physical or verbal act or conduct, including communications made in writing or by means of an electronic act, and including one or more acts committed by a pupil or group of pupils as defined in Section 48900.2, 48900.3, or 48900.4, directed toward one or more pupils that has or can be reasonably predicted to have the effect of one or more of the following:
(A) Placing a reasonable pupil or pupils in fear of harm to that pupil’s or those pupils’ person or property.
(B) Causing a reasonable pupil to experience a substantially detrimental effect on the pupil’s physical or mental health.
(C) Causing a reasonable pupil to experience substantial interference with the pupil’s academic performance.
(D) Causing a reasonable pupil to experience substantial interference with the pupil’s ability to participate in or benefit from the services, activities, or privileges provided by a school.
Ed. Code section 48900(r)
What to do if you witness bullying?
-
Report the bullying to an adult (i.e., teacher, counselor, support staff, administrator, office staff, nurse, coach, parents or any adult you feel comfortable with).
-
Support someone who is being bullied. Sometimes the best thing you can do is just to be there for him or her and be a friend and walk with them to room 32 or to their teacher.
What to do if you are a target of bullying?
-
Report the bullying to an adult at home or school. Telling is not tattling or snitching.
-
Don’t fight back. Don’t try to bully those who bully you.
-
Try not to show your anger or fear. Students who bully like to see that they can upset you.
-
Calmly tell the student to stop or say nothing and walk away.
Sexual Harassment
Any action, comment or remark (whether written or spoken) that may provoke a negative reaction from another person is forbidden and subject to disciplinary action. Unwelcome sexual advances, request for sexual favors and other verbal, visual, or physical conduct of a sexual nature constitute sexual harassment. Sexual harassment may occur as a pattern of degrading sexual speech or actions ranging from verbal or physical annoyance or distractions to deliberate intimidations and threats or demands. Sexual harassment may include, but is not limited to:

Vulgar remarks

Sexual derogatory comments

Physical touching, pinching, patting, or blocking free movement

Sexual propositions or advances

Physical assault
Harassing Behavior Includes:

Vulgar Writings, notes, posters, symbols

Inappropriate actions such as verbal comments, gestures, touches that are deliberate and unwelcome

Any forced action such as pulling clothes down or blocking or cornering someone in a sexual way

Negative comments or behavior based on gender

Any inappropriate statements about bombs, guns, or weapons will be investigated and consequences will follow.

Tagging/Vandalism
Flying Hills prohibits tagging (graffiti) on any items including notebooks, books, binders, clothing, homework, or any other object that is brought to school.
Vandalism is a punishable offense and will be dealt with severely. Students marking on or damaging school equipment or property in any way will be required to clean the article and pay for the damage done. The law specifically provides that parents and students are responsible for damage to school property or materials loaned to the students. Depending on the extent of damage, the police may be contacted.
Truancy
Excessive and/or prolonged outings from class to use the restroom, wander the halls, or visit school departments like the office or Student Support Center will be recorded and addressed as truancy from class. Disciplinary actions and/or interventions may be assigned.
Bus Service/Behavior
Riding the bus to school is a privilege, which may be revoked if safety rules are not observed. Students must go directly to the buses as soon as they are dismissed from school. Students who do not follow school expectations on the bus may be suspended from riding the bus for a period of time and/or be referred to the Assistant Principal/Principal.
Displays of Affection

Emergency Procedures and Drills
During a crisis, Flying Hills School of the Arts staff will implement the Crisis Response Plan for that particular emergency. Students will be responsible for following the directions of staff members. Staff members have been trained and will know the correct response to any crisis. Students also will be taught the correct response to emergency situations.
Flying Hills School of the Arts has a Crisis Response Plan to deal with emergencies, including earthquakes, fires, bomb threats, active shooter on campus, intruder on campus, or any disaster. Each response includes procedures for safely evacuating students from classrooms and for articulating with law enforcement or other emergency agencies. The school has a plan for uniting students with their parents, setting up a first aid center, establishing a command center, and providing for the comfort and security of students.
Should there be an emergency, students need to know:
What do students do during an emergency?
Follow the directions of staff members, since they are trained to handle emergencies. If you are not in a classroom, find the nearest adult and follow their directions.
How will I be reunited with my parents?
During an emergency situation, the school will establish a Family Reunion Area where parents can pick up their children. Only your parents or others listed on the permanent record card may pick up a student. They must have identification.
What happens when a student needs their medication that is kept in the office?
All student medications will be taken to the First Aid Center, so students needing their medication will have it available.
What happens if my parents are unable to pick me up?
During an emergency situation, students who are still at school at the end of the day (4:00 p.m.) would be released to the El Cajon Police Department (ECPD). The ECPD would reunite children with their parents. In the case of a severe disaster/emergency, Flying Hills School of the Arts will follow the directions of the Cajon Valley Union School District Emergency Operations Plan. All students will be cared for until reunited with their parents or placed in the care of the appropriate emergency agency.
Fire And Emergency Drills
In all drills, follow these procedures:

Students are to follow the instructions of their teacher.

Drills are to be carried out in a quiet, orderly manner.

Students are to leave the room in a single file.

Students are to return to the classroom when instructed by the teacher after the all-clear bell rings.

Should the fire alarm sound during lunch or between classes, students are to report to their homeroom/Block 1 line.

Treat every drill as the real thing.
If students do not comply with the expected behaviors, they will be asked to repeat the drill for practice.
